Jungle Raj: The Dark Era When Lalu & Congress Turned Bihar into a Lawless Zoo

Note: You can use your browser translate option to read this article in your preferred language.

Picture this: A mother in Patna waits all night for her son to come home from college. A farmer in Muzaffarpur locks his daughters inside because goons roam free. A doctor in Gaya refuses to travel after sunset. This was Jungle Raj – the 15-year nightmare (1990–2005) when Lalu Prasad Yadav, his wife Rabri Devi, and the entire Yadav family ruled Bihar like a private jungle. Law? Only for the weak. Power? Only for the family and their musclemen. And standing quietly behind them, smiling for votes – the Congress party and today’s INDI alliance. This is the true story of how Bihar was cheated, terrorised, and left bleeding while its leaders partied in Delhi.

What Was “Jungle Raj”? A Simple Definition for Everyone

Jungle Raj = When the government itself becomes the biggest criminal gang.

  • No police dared to act without Lalu’s nod.
  • Kidnapping became a daily “business.”
  • Murder, rape, and loot were “normal.”
  • Schools closed, roads vanished, jobs went to goons.

It wasn’t just bad governance – it was state-sponsored terror. And it all happened under Lalu’s RJD (1990–1997, then 1997–2005 via Rabri Devi), with Congress as the silent partner.

How It All Began: Lalu’s Rise on False Promises (1990)

Lalu came to power in 1990 riding the Mandal wave – promising justice for backward castes. Poor Biharis cheered. But within months, the mask slipped.

  1. 1990: Lalu becomes CM. Caste politics? Yes. Development? Zero.
  2. 1991: First major kidnapping wave starts in Patna. Rich businessmen pay “protection money” to RJD leaders.
  3. 1992: Police stations become RJD party offices. Honest officers transferred or suspended.

“Hum gareebon ka neta hain” – Lalu’s slogan.
Reality? Only Yadavs close to his family became rich.

Congress watched silently. Why? Because Lalu supported their central government in Delhi. Power over people – that’s Congress DNA.

The Golden Age of Crime: 1990–2005 in Numbers

Let’s talk facts – not slogans. Here’s what Bihar became under Lalu-Rabri rule:

Crime TypeApprox. Cases (1990–2005)Normal India Average
Kidnappings35,000+1/10th of Bihar
Murders60,000+Highest in India
Rapes15,000+ reportedActual much higher
Dacoity/RobberyDaily incidentsCities became ghost towns after 6 PM
  • Kidnapping Industry: Gangs paid 10–20% commission to RJD leaders. Victims? Doctors, engineers, even school kids.
  • Ransom Calls: From public telephones outside Lalu’s residence in Patna.
  • No Night Travel: Trains stopped running after dark. Buses? Hijacked.

One famous case: Dr. Ramesh Kumar (1994) – kidnapped, murdered, body thrown in river. Police filed FIR after 3 months – because the killer was an RJD MLA’s son.

The Family That Ruled the Jungle

Lalu didn’t rule alone. He turned Bihar into a family-owned zoo.

Family MemberRole in Jungle Raj
Lalu Prasad YadavKing of the Jungle – approved transfers, protected criminals
Rabri DeviPuppet CM (1997–2005) – signed files, ignored screams
Tejashwi YadavTeenager then – learned the “business” early
Tej Pratap YadavKnown for tantrums and muscle power
Misa BhartiSilent beneficiary of looted wealth
Rohini Acharya & OthersFamily empire built on fear
  • Goonda Tax: Every contract, every transfer – 15–20% cut to 1, Anne Marg (Lalu’s home).
  • Musclemen as MLAs: Over 30 RJD MLAs had criminal cases – murder, kidnapping, rape.

Congress: The Silent Partner in Crime

You think Congress was innocent? Never.

  1. 1996–97: When CBI closed in on Lalu in Fodder Scam, Congress leader Sitaram Kesri advised Lalu to make Rabri CM – to save the alliance.
  2. 1998: Congress supported Rabri’s government even after 10,000+ kidnappings.
  3. 2004: Congress made Lalu Railway Minister – rewarded him with national power despite Jungle Raj.
  4. Today (2025): INDI alliance still begs for Tejashwi’s support in Bihar polls.

Congress + RJD = License to Loot.

They preach “social justice” in Delhi, but bury Bihar in blood.

Real Stories from the Jungle: Voices Bihar Can Never Forget

  • Chhotu (Patna, 1999): 12-year-old kidnapped for ₹50,000. Returned after 40 days – one ear cut off.
  • Sushma Devi (Gaya, 2001): Raped by RJD worker. Case filed. Accused promoted to party post.
  • Engineer Rajesh (2003): Paid ₹5 lakh “safety tax” to contest panchayat election. Still shot dead.

These are not exceptions. This was daily life.

The End of Jungle Raj? Only When Bihar Said “Enough!”

In 2005, Nitish Kumar and NDA won. What changed?

Before 2005 (Lalu-Rabri)After 2005 (NDA)
35,000 kidnappingsDropped 90% in 5 years
No electricity18–20 hours power
Girls scared to go to schoolBicycles for girls – enrollment up 300%
Roads? Mud tracks10,000+ km new highways

Bihar started breathing again. But guess who wants to bring Jungle Raj back?

  • Tejashwi promises “return of MY rule” in 2025 rallies.
  • Congress-INDI leaders clap and cheer.

Conclusion: Bihar, Burn the Jungle – Never Vote for Lalu’s Family Again

Jungle Raj was not an accident.
It was a deliberate design by Lalu Prasad Yadav, Rabri Devi, and their entire family to turn Bihar into their personal fiefdom.

  • They stole your safety.
  • They sold your daughters’ dreams.
  • They buried your sons in ransom graves.

And Congress? They held the torch while the jungle burned.

INDI alliance today = Same old Congress + RJD = Guaranteed return of darkness.

Bihar has seen light.
Bihar has seen roads, schools, jobs, safety.

Don’t hand the keys back to the jungle kings.

Vote for progress. Vote for peace. Vote for pride.
Never, ever, vote for Lalu, Rabri, Tejashwi, or any Yadav wearing the RJD lantern or Congress or INDI-Alliance.

Let the jungle stay in history books.
Let Bihar roar as a lion, not cower as prey.

Jai Bihar. Jai Bharat.
